How European organizations from civil society involved in environment protection, in development, in public health, in farming, in consumption and rural development sectors, want to reshape the CAP beyond 2013 ? Forty representatives of civil society organizations from 10 Member States, have attended the workshop on the future of the CAP, in Paris December 11 and 12th, held by the French group CAP in 2013.

This workshop had been an opportunity to discuss futher CAP objectives under different thematical focus, and to converge towards strategies which would be detailed at the beginning of 2009.

Pourquoi cette campagne ?

Le monde est désormais confronté à un double problème énergétique : nos réserves de pétrole diminuent tandis que la planète se réchauffe… L’Union européenne voit alors le recours aux agrocarburants comme une réponse pour assurer nos approvisionnements en énergie pour les transports, et lutter contre le changement climatique.

Les agrocarburants : une solution miracle ? Bien au contraire…

Nos partenaires du Sud s’alarment des impacts catastrophiques d’un développement à grande échelle des agrocarburants, et ce à tous les niveaux : environnemental, social et alimentaire. Les scientifiques émettent des doutes sérieux sur leurs avantages écologiques, en particulier sur leur contribution à réduire les émissions de gaz à effets de serre. Issus de monocultures intensives, les agrocarburants accélèrent notamment la déforestation : en Indonésie, l’équivalent en forêt d’un terrain de football disparaît toutes les 10 secondes pour faire place aux plantations de palmiers à huile.

Ce n’est malheureusement que la partie visible de l’iceberg.

Crise alimentaire

Les agrocarburants menacent aujourd’hui les populations locales et les cultures vivrières, en accaparant la terre et les ressources naturelles. Alors que des centaines de millions de personnes sur notre planète souffrent d’extrême pauvreté et de faim, poursuivre le développement massif des agrocarburants ne fait qu’aggraver la crise alimentaire mondiale.
Pourtant, pour les populations rurales des pays du Sud, la production d’agrocarburants destinée à la consommation locale peut représenter une opportunité d’accéder à l’énergie. Produits à petite échelle et bien utilisés, ils pourraient renforcer une agriculture de proximité, source de revenus. Mais ce n’est pas ce type de culture qui est mis en avant par l’Europe !

Surconsommation

Loin de favoriser un modèle de développement moins consommateur d’énergie, les agrocarburants entretiennent la surconsommation dans le secteur des transports.

Dialogue between civil society organizations who want to transform agriculture and to change the Common Agricultural Policy, has taken shape within the group “CAP 2013″. It brings together French NGO’s in environment, international solidarity and sustainable development, and also agricultural organizations.

The group CAP 2013 is a crossroads of dialogue, a forum and a place for reflection and preparation of proposals. It promote an integrated approach to agricultural policy, balancing the objectives of food sovereignty, environmental protection and rural development.

Involved in European discussions, the group 2013 CAP participates in the structuring of a network of civil society organizations in Europe on the future of the CAP. His action follows the path traced by the RAADIS (Network for sustainable agriculture and sustainable, innovative and fair food) between 2002 and 2006.

A group of French organisations with shared interests in defending the environment, sustainable agriculture and development, international solidarity and rural movements, have reacted to a communication issued by the European Commission about the Common Agricultural Policy (CAP) after 2013, published on November 18.

Our organisations have welcomed with interest the European Commission’s Communication entitled: The CAP towards 2020: Meeting the food, natural resources and territorial challenges of the future.

We welcome the Commission’s willingness to encourage sustainable practices and production systems to ensure the supply of environmental services, as well as the integration of the environment and the fight against climate change as guiding principles in the future development of rural development policy.
